SCADA System Supply, Installation & Maintenance

The Town of Annapolis Royal is requesting proposals to supply and install SCADA systems for the town’s 6 sewage lift stations, their wastewater treatment plant, and their drinking water chlorination and storage facility. The proposed system should be expandable to be able to handle additional inputs as flow meters are added to water and wastewater facilities in the future. A location map (C100) of the proposed installation locations can be found appended to this RFP.

A site visit will be held (meeting at 285 St George Street) on Thursday, March 23rd, 2023, at 2pm to review the project scope of work. Information relevant to the project resulting from the site visit will be issued in an Addendum to all registered bidders if applicable. Sealed, or emailed, submissions must be received by 1:00 p.m. at the Town of Annapolis Royal (information below) prior to Friday, March 31, 2023, marked “SCADA System Supply, Installation & Maintenance.”

The Town reserves the right to reject any or all proposals, not necessarily accept the lowest proposal, and the right to accept any proposals which it may consider to be in its best interest. The Town also reserves the right to waive the formality, informality, or technicality in any proposal.

Scope of Work

  1. Sanitary lift station SCADA system installed to monitor, control and record: water levels, high level alarms, pump cycles, run times and flows where meters exist, and the operation of the standby generator (presently only Home Hardware lift station has a flow meter and standby generator)
  2. Drinking Water storage tank Scada system installed to monitor, control and record: water levels, high- and low-level alarms, chemical feeds, and flows.
  3. Wastewater treatment plant SCADA system installed to monitor, control and record: flows, UV disinfection system operation, and aerators blowers operating status and run times.

Proposals should define initial installation costs as well as all recurring costs including both operational and maintenance-related costs so the town can develop a business case. Proposals for both cellular and radio data transmission will be considered.

Submit with the proposal a copy of proponent’s valid clearance letter issued by the Worker’s Compensation Board of Nova Scotia.

Accepted proponent must provide signed “Undertaking of Insurance” on standard form indicating general liability insurance of $2,000,000.
